ANROWS says look to the evidence to eliminate tech-facilitated abuse, as 16 Days of Activism campaign gathers pace

Research offers potential solutions to prevent, detect and discourage perpetration.

Ensuring policies and systems are evidence-based – including evidence from ANROWS’ groundbreaking research – will support efforts to combat tech-facilitated abuse, ANROWS said during the first week of the UN’s global 16 Days of Activism against Gender-Based Violence campaign. This year’s theme is ‘UNiTE to End Digital Violence against All Women and Girls’.

As Australia’s National Research Organisation for Women’s Safety, ANROWS, has produced and translated significant research into technology-facilitated abuse, said CEO, Dr Tessa Boyd-Caine:

“ANROWS is committed to expanding the evidence base with the research needed to eliminate tech-facilitated abuse. Technology moves quickly and we need to move with it – especially so we can support young people’s safety. We need to provide policy makers, practitioners and sector stakeholders with the information they need to design effective policies and practices.”

Most recently, ANROWS research proved foundational in the development of eSafety’s new online safety advice. Released mid-May 2025, it is designed to assist organisations in identifying and combating workplace technology-facilitated abuse. ANROWS has also produced a fact sheet, summarising key findings and statistics drawn from the research.

The research included the first national study to investigate workplace technology-facilitated sexual harassment and revealed 1 in 7 Australian adults surveyed admitted to engaging in this form of sexual harassment at work. Showing its gendered nature, 24% of surveyed men admitting to using technology to engage in workplace sexual harassment, compared to 7% of women.

These insights – published in ANROWS’ Workplace technology-facilitated sexual harassment: Perpetration, responses and prevention – have since informed policy and practice across the country.

Key findings, drawing on the ANROWS-led National Community Attitudes towards Violence against Women Survey and interviews with victim-survivors and perpetrators, would form a strong tech-focused story to align with the 16 Days of Activism campaign. See the background briefings below.
